Could this be considered a B-day note?

    Could this be considered a b-day note?

    The serial is E 01954303 I, 2003 series

    It's in horrible condition. My guess it's a spender if nothing more

    Any info as always is a help, thank you

    If my birthday was 3/3/1954, I'd be pretty happy to have this note, and wouldn't be arguing about the zero being "wrong" or even about the condition, I think.

    If my birthday was 3/3/1954 I would really like it. but my birthday is 06/11/1943. I still look for them.
