1964 d Lincoln cent mint error?

Is this a mint error? You can see a line that follows the outline of the cent. It disfigures the 4, T, and the S. It also has marks under the U and the R. I have been studying coins awhile now and i believe this is something from the mint. Being the line follows the the cent outline.
