I need a silver one for my dime type set and it is in the grade I just cant decide if its milky on the obverse or if its just the pic.

Yes looks good to me,I would not want to pay
to much, but the price is about right
for the NGC not the ICG

 

Two years ago I paid that amount for a PF-67.
IMO you wouldn't be overpaying but you'd be at the top end.
