Certification refers to the confirmation of certain characteristics of an object, person, or organization. This confirmation is often, but not always, provided by some form of external review, education, or assessment.:)

its when you send it into a third party grader and they asses it a grade and encapsule the coin. you might have seen them before

As others have said certifying is when you send it off to a TPG (third party grader) to have the coin authenticated. Some say that this is to verify without any doubt the grade of the coin. Just remember that even when it is graded by a TPG it is still someone on the other ends opinion of how the coin grades and is not the gospel.

If you want top dollar when you go to sell, The general opinion would be
    To send it to P.C.G.S

If your sure you will get the same grade then I would agree go with PCGS most of the time but that depends on type and such.
