I've seen a few things that indicate the coins in the regular Silver Proof Sets and the Premier Silver Proof Sets are the same. Can anyone shed some light on this. If they are the same why is there such a difference in the prices ?
Only difference I see is the box it comes in. Either cardboard or cardboard with fake leather wrapped around it. Guy~
That sounds about right. No need to pay the extra premium for the premier as the coins are the same in the two sets. TC
As the guys before me have stated, there really is no difference. Originally, these sets sold for a hefty premium when purchased from the mint. A few years ago I was playin' "catch up" with my silver proof sets and the guy I was dealing with, gave them to me for the same price as the regular silver proofs. Just pretty packaging and nothing more.....
Here is a quick summary of the silver proof sets, silver premier sets, and silver prestige sets from 1983 to 1998: 1983 Silver Prestige 1984 Silver Prestige 1985 None 1986 Silver Prestige 1987 Silver Prestige 1988 Silver Prestige 1989 Silver Prestige 1990 Silver Prestige 1991 Silver Prestige 1992 Silver and Silver Premier 1993 Silver, Silver Premier, and Silver Prestige 1994 Silver, Silver Premier, and Silver Prestige 1995 Silver, Silver Premier, and Silver Prestige 1996 Silver, Silver Premier, and Silver Prestige 1997 Silver, Silver Premier, and Silver Prestige 1998 Silver, Silver Premier The silver premier sets contain a commemorative silver dollar from the year and usually the lowest mintage of the three sets (93 and 94 the silver premier set had lower mintage). The silver premier sets have less mintage than the silver proof sets (packaging can be everything).

Yes, but I got very confused with all the proof sets in the 90's. Thus, I felt compelled to tell some history.
I've often wondered the same thing. I have many silver and silver premier sets from the '90s. Perhaps it's like everyone says, "it's just the packaging"...and it likely is, but (to me) the coins in the Premier sets look spectacular! As an experiment, it would be interesting to crack out ten (10) Kennedy halves from each type of set and send them in for grading...just to see. :hatch:
There is something that needs to be noted here - the Prestige sets contained ordinary clad coins. Only the dollar coins were silver.
And confusion reigns. What Phil described and called Premier sets was actually the Prestige sets. And then when he said "and usually the lowest mintage of the three sets (93 and 94 the silver premier set had lower mintage)." he meant that the Prestige set usually had the lowest mintage of the three sets each year that they made all three, but that in 93 and 94 the Premier set had the lowest mintage for those years, not the absolute lowest for the series. Shoewrecky is right that the95 and 96 premier sets had the lowest mintages for the series, but not the lowest mintage of the three sets for those years. The Prestige sets had lower mintages than the premier sets in 95 and 96.
RESURRECTION! Now can someone help me out cause I am seeing 2 different answers. Were there any silver proof sets issued after 1964 but before 1992? With the 76 Bicentennial being an exception since I already know that one had some issued with silver. The poster I quoted said from like 1984-1991 there were silver sets but my red book says otherwise and I need to know for my silver quarter collection.
There were no silver proof sets produced between 1964 and 1992. There were sets produced (prestige) that contained a silver dollar, but that's all the silver you get.
