I can only relate my own status here in Spain. We do not have a service charge on our account for transfers to anywhere. Just need the recipients details and the funds are transferred, bank to bank, within 24 hours.
One of my local banks where I have an account won't do it. The other where I have an account wanted a ridiculously steep fee. So this might be good info to have.
Paypal works like a charm. It only happens rarely that a seller won‘t accept payments from someone with a „non-US“ account.
I had to cancel a purchase because the Lithuanian seller only took bank wires and no PayPal, and my bank wanted like $50 in fees.
