I believe this to be struck more than once but I don't quite understand why there is a backwards "LIB" on obverse side, unless another quarter dropped in while it was being struck? Found this coin roll hunting.
If you have a backwards LiB on you coin it was probably pit with another coin and squeezed in a vise after it left the mint. This is done by many people to try and create an error but it’s just damaged.
Vise job Nothing but damage. Somebody sandwiched a couple coins and squeezed them in a vise. Notice the reversed LIBERTY. That's the giveaway.
It could have nothing to do with scamming.. Sometimes they are just bored. There are angry people with nothing better to do so they damage coins
The seller is probably not the one person that damaged the coin. They may have thought it was an error when they bought it and never found out or they found out and are trying to recover their costs.
