I am not a bill person and don't know the answer to your question. I just wanted to comment.... That is an absolutely beautiful and artistic bill.

 

I agree!! Does it increase the Value? I think its different but not desirable to a collector of errors that is. JMHO

 

It’s so small I barely noticed it. Not enough to raise the value in my opinion but the bill is beautiful.

 

My answer is no. Very common for the serial number wheel to "hang up" a little and have a number digit be a little high or low. NAV IMHO.

 

Any better?
