What you are seeing as doubling on the pillars is actually the design as intended. It is to show the pillars at the rear of the memorial.
What you are indicating on the S and E of States, I have no idea. Perhaps when you post, it would be of benefit to those seeing it, to include a brief explanation of what you think you see.

Hello. I think that with better Pics., you will benefit. Try it this way. You can substitute the books with a can, jar or something similar. Also, try a program like Photoscape editing program and you can end up with this.....

You will get better responses if you crop the extra and unused space from the background of your pictures. Start with full sized cropped pictures of both sides of the coin. Then full sized cropped close ups of the error. Before posting be sure to research your coin at error ref.com, verityvista.com. You should be able to find the classification or category of the error. In your post include what you see that makes you think it is an error and what you found out in your research.

So the doubling will be on the actual pillar instead of beside?

Not a small date and not a doubled die.

The SF mint had a lot of machine doubling on coins in the late 69-71 period or longer , due to worn machinery in my opinion. Many people see something similar and think " A tripled Die" ~ nope, just a loose machine/die. Jim
