It looks like a medallion. Not a token. Probably given out at a public school for physical education achievement. Similar to an Olympic medal. NNPS - Newport News Public School located in West Virginia

If @paddyman98 is correct, I'm wondering why it has a copyright 1928 on it. I found this Playgrounds and Public Recreation (1898–1929) : Online Historic Tour : NYC Parks (nycgovparks.org) and this Social Welfare History Project Playground Association of America: Early Days (vcu.edu) But not sure if they are a match to your token or not.
