Yes but just slighty, probably struck "out of collar" - The third die the edge or collar die was not gripping the coin properly when struck. No real added value as is.
The coin appears to have been struck fully within the collar. What you've got is a minor misaligned die. So minor that it falls within acceptable tolerances.
Thanks Mike I was wrong about this one. I need to bone up on errors they just do not interest me as much as die varieties do but I still need to try and give as correct information as I can.
