    No. Your Jeff does not have complete steps, nor is it Mint State. IIRC, to qualify for full steps the coin has to be mint state and not a proof coin.

    You are correct, it is not a proof…but there is no “maybe” about it, it can’t be MS. There is evidence of wear on both sides of the coin.
