It's not the toning or eye appeal that holds the grade down here (both are nice). Just being a 38-D likely plays a role (as these come nice). From your photo, I interpret that the luster is ok. The strike is thus the only thing that I believe holds it down a bit.

The strike holds it back. The toning is wonderful but combined with the strike, it adds to hide the details of the strike.

Before I can vote on: "What keeps this coin from a higher grade?"

What's it graded now? I see several things that can cause the coin to be any grade from AU-58 to MS-64 to "details."

A combination of strike, tone, luster, and eye appeal hold it back.

It would be helpful if you showed us what the current grade is!

Okay, if you're going to argue about it, I'll take it, gee-whiz. Issues yes but overall, a very nice IHC. Go put it on the freeway headed West I'll find it thanks.

Without the current grade, we have no mark to gauge it.

Has rim issues...I think it's a Details coin which was removed from jewelry.

@Pickin and Grinin I do like the color; even the few areas where the subdued nickel-grey tones are on the Obverse do not--IMO--detract from the overall impression. As to the grade, I'm not going to guess at what it was graded, but I will say that the strike and Rim integrity is substandard for the issue.

No familiarity w/ the series. I think it's very attractive and am guessing it's full of luster. Believe I am seeing what's called question to the rim, but am going to assume this is more to do w/ extremely magnified photos / angles / slab design etc... My guess is 66.

This was supposed to also be a GTG. Once I posted it, I wasn't able to fix my title.
