The person that did it is damaged. The coin itself is still worth its value can't say the same for the culprit.
From the pictures, I don't believe it was damaged with a knife, which would make slicing scratches inside the cuts. It looks to me more like some kind of pinching device, such as large wire cutters, which would push the metal aside. This would also make matching cuts on both sides.
As for motive, probably just someone killing time as well as coins, possibly wanting to see just what his or her new cutting device would do. The consolation is, it is not the big DDO.
