    Die Chip. I know it looks unusual but isn't that always the case??
    P.S Looks like a Misaligned die error.

    Slightly MAD obverse - not enough to make it a keeper.
    Not sure what you are seeing with the hair. Maybe a die chip?
    It should be a WAM for 1991, per lincolncentresource.com. The further away picture it looks fine. The close up is too blurry.

    You suppose the Mint just let her rip and produced the standard full run of a million cents with this slight misaligned die setup?

    It's a zincoln a million anomalies to one error. Interesting and a conversation coin but with no value, sorry. Thanks for sharing.

    With no disrespect, but yes I have many in those time frames. 90s, 91s, 92s, 98s, 99s, 2000s among many different denominations and years of older and up to year 2000 coins.     So your thought is "Close enough for government work." I really don't know the answer to the question. Don't know what the Mint's tolerance is for die alignment.
