The copper between the clad layers was exposed to a harsh chemical. And the Cupro-Nickel clad has toned due to the environmental exposure. Corrosion. Not a mint error of any kind.

the coin is rough and has been exposed to the elements. It looks somewhat typical to a coin a find metal detecting from the ground or beach. A parking lot coin has lots of dings and nicks from being run over by cars and damaged by the blacktop. the edges do look as if it was in some kind of acid which ate away the metal. spend it quick while it is still worth 25 cents!

Yep, exposure to an acidic substance, like @paddyman98 said. There have been several posted here in the past that look almost identical. The softer, inner copper core, recedes as it is more effected by the acid.
Why don't you try it? You need to make a small pinhole in the plating so the soda can react with the inner Zinc.
