Another coin PMD or ERROR

    Okay, I got another box of Nickels and I saw this coin. The Obverse of the coin has only the middle face of Jefferson and it feels really smooth. Was this coin polished?     From looking at the scratch marks, I'd say it was intentionally done, probably with sandpaper or some other abrasive.
    If you think about the minting process, you can't explain it getting that way in the mint.
