Over polished die. This happened to various years and mint. 1969,70,71,80 and probably others but those are ones I have found. Nice find and a personal keeper but not worth much over face value.

Good eye as most people, other than collectors, never bother to look. With the lousy Zincoln's I rarely look either. NAV, but fun to find.
