    Looks like wear and tear to me,not an rmp as none match your mm on VV but still silver is silver!!!.

    VarietyVista would have it, if it existed as a RePunched Mintmark. Looking at the flatness of the underlying metal, I think it is more likely a case of deteriorated reverse die. I clicked on your reverse photo and saw the lettering pushed into the raised rim area. As the die is overused by the mint, it flattens and is spread towards the perimeter, sometimes distorting the details also. IMO, Jim

    Looks like machine doubling.
    In 1963 & 64 you will find many machine doubled D's
    Look for MD on some of the other letters or devises.

    As Ifthe said above the doubling has the look of Mechanical doubling (flat and shelf like). The MM also shows some considerable wear, I can't blow up your full size photos to see if there is doubling on any other devices, if there is then it is definitely MD.

    Not necessarily it could have been in a safe or a collectors collection that company can’t have all the errors

    ejection/mechanical doubling on the MM.

    Very very very common on those silver
    quarters, especially 1963-D's and 1964-D's.

    An RPM would be on all coins struck with that die, thousands, it stands to reason and the law of averages that after 59 years others would have shown up

    Welcome to CT @David1972. It is often difficult to tell something from photos, so while it may not be on Variety Vista as a RePunched Mint mark, to make sure, you could submit it to one of our expert members for an "in-hand" examination. Many will do it for free (you pay postage).
    I can't speak for them, but hopefully they can post an offer to you.

    It's not an error nor a variety.

    BTW.. Today is my birthday. So now it makes it 37 years collecting and studying Mint Errors! I wasn't born with the gift. I had to learn starting from a time where there was no such thing as the internet.
