It is Civil War era and from doing some quick searching it seems to be a local issue. If you know someone who reads Russia that might be useful I don't but look up a few things . Also doing some quick research w 1) I can say that 25 Hoя 1918 would be 25 Nov 1918. https://www.rocketlanguages.com/russian/time/months-in-russian 2)I don't see Россия for Russia 3) see банк for bank
This 1920 3 Rubles from Vladikavkaz looks similar. According to Numista, the code is P-S599b for the 1920 version. Yours might be P-S599A. As @serdogthehound rightly pointed out, it is civil war & local bank issue.
I can read Russian and it is definitely from the Vladikavkaz branch of the Russian State Bank. The stamp on the back is from November 2018. I’m not sure why it has a purple “specimen” stamp on the front (образец). The note was definitely issued.
