    Okay. "Shall not more..."

If the Mint produces 2,000 pieces, it seems that that number does not violate the language of the legislation. Does it?

2,000 is not more than 50,000.

There's more than that to it because some foundation is getting money off the sales. Whatever the limit is in the law is what will be available. The law needs to write lower limits if they want lower ones.

Personally I wish they would. The half dollars have had some great ones, the problem is the mintages are all so high basically everyone goes down in value so you might as well just wait to get one

Correct. They could only produce that quality of coin from one mint. So not 48,000 P and 2,000 S. The privy marks get around that. As do minting UNC and Proof coins.

But if they do mint only 2,000 coins, they have to jack the prices way way up since they must - by law - cover all of the costs in their prices. No net cost to the taxpayer.

Ah. If they must make money over the price of production, then I guess low mintages won't happen.

There's a surcharge that gets donated, but in the last few years they changed it as well were the surcharge doesnt get donated until it covers all costs after having some complete duds. So yea they basically must make money. The privy and special sets gives some leeway to get extra interest with some but they cant just say we're only going to sell 5k total or anything like that

Surcharges on the sale of commemoratives for some "cause" or foundation is probably law, isn't it?

Another funding method would be for the Mint to HAND OVER the coins, free of charge, to whatever organization, i.e., foundation/olympics/cause (with nominal fees related to shipping and packaging the coins) and have the organization sell the coins at FACE VALUE. Basically, the coins are "handed over," in a sense.

This is called "seigniorage funding," and is how the German government funded their 1972 Summer Olympics.

It's basically the major purpose of the series

It's supposed to be a win win for the organization and the mint. As bad as the mintage is the designs being chosen by the committees are the major issue especially when its a niche subject matter

Case in point being the Girl Scout Silver dollar. Sales were low enough that the Mint didn't cover their expenses, so the surcharges raised for the Girl Scouts were confiscated and turned over to the Mint instead. So far it's the only program where the surcharges have not gone to the or a recipient.

But I think it may happen again with last years Law Enforcement program. For the entire program, three coins in proof and Unc they only sold 88,297 coins total out of 1.2 million coins authorized. Surcharges raised amounted to only about $980K. The McAuliffe dollar did better one coin in proof and unc with a total mintage of just under 70K. And the Womens Suffrage 1 coin in proof and unc with a mintage of just under 56K. The Girl Scouts sold a total of 124K.

  11. The silver dollar privy seems like the one that people are gravitating to more than the other options. AvailableCount = 0 and it appears for only a nanosecond at 7:30 am. If the demand holds up, this could be a potential winner. TC

I have decided to wait for the Purple Heart Commemorative.
I do appreciate the design of one of the BB designs, but prefer the Purple Heart offer, and I want to gift a number of people, and it is an appropriate theme for that.

That's the one I had in mind that was just a total dud. Any idea what the break even number is for the surcharge?

I think the privy will be a winner. It's a very good design in terms of representing the sport and its the first one with a privy. The mintage is a little high but I still think low enough that one shouldnt lose value in the aftermarket like so many do

I was hoping that I could buy a three piece set of these coins, but if the mint plays games with the stupid privy marks and the distribution system to attract speculators, I’ll probably have to pass.

The mint’s new policies seem to be directed toward attracting and pleasing speculators and price gouging collectors. This will catch up with them in the end. Collectors are the ultimate consumers, and if the mint turns them off with too many products and “midnight limited sales” of their products, the collectors will leave. That will leave the speculators to play among themselves, and that market will soon fail.
