It looks to me like a Quarter that someone rolled the edges of. I'm guessing someone was planning on turning it into a coin ring but gave up.
If you want to know for sure you can do a simple test of just weighing it. A quarter planchet and a nickel planchet both weigh different amounts. I can't recall off the top of my head but you could easily Google the weights for both and see how yours matches up if you want to be 100% sure.
If it was struck on a nickel planchet, it would be the size of a nickel and weigh 5.0 grams. A lot of the bordering letters and numbers would be missing. It probably wouldn't have much or any rim.
Also.. A 1967 Quarter would be Clad on both sides with a copper core. Look at the edge if you see the copper then it can't be struck on a Nickel planchet which would be totally Cupro-Nickel. Your Quarter looks spooned..
