Welcome to CT First of all the images should be "FULL Images" not thumbnail. So with out better images I would say it is post mint damage.

The Reverse side has a Finned Rim. The Obverse I believe was struck with a Capped Die is @alurid stated. Neat.
if weight is right, then it's not been tampered with. http://www.error-ref.com/full-uniface-strike/ full uniface strike Also some call it a full indent. it's not the cupped uniface broadstrike, the 2nd coin in this scenario, where that one could become a capped die, this one pictured would be the one that was seated in the collar. a capped die, and I'm no expert, doesn't display such a flat blank side, there's some level of cupping or "bowling" effect. and yeah, I'd really appreciate better pictures of it if you could
Uniface Obv. strike - another planchet was laying on top of this planchet when it was struck. The other coin will have a uniface reverse, and a normal obverse, probably with finned rims too. (from the striking pressure and there being two planchets in the collar.)
i see a very rough outline of Roosevelt and would have guessed differently. Glad Fred Weinberg chimed in!
