After a quick search it didn't look like any known variety, but I'm not an expert so I could be wrong.
Possibly die deterioration or some plating issue. From the pic I do not see anything inside the "D" that indicates an RPM.
Split plating. The copper plating is approx 8 microns (0.0003") thick. Once the plating is breached, the zinc core can start to corrode causing a raised area. This happened a lot around the mm on cents from the 80s
That's very familiar on these. It happens from the plating. When the die hit there the plating was dislodged and flared out a little. These mint marks were on the hubs at that time, which in turn made the dies, they weren't separately chiseled into the dies like the earlier mint marks were.
Zincoln anomalies are prevalent. For every error zincoln there are thousands of anomalies. Good luck.
