Ink spill ?

Please let me know what you all think? Thanks
    If better pics are needed I can try to take better ones

    The threads are made of blue silk. Whatever this may be, it is not related to the threads.

    I'm no paper currency expert either, but to my untrained eye it looks like someone had it in the pocket of their new jeans and it got wet, with the jean dye running onto the note in hand.

    Must agree with @paddyman98 . See the left upper corner @Christopher Taylor ? Looks to be curved & dipped into some liquid (or exposed to something). Feel it (& you will notice that the paper has been altered). It matches the line streak in question (so similar exposure there).

    Definitely post BEP (print) damage IMO.

    That’s exactly what it is. Probably in a pair of new jeans that’s never been washed before and this was in the pocket.
