Is the BOE, state treasury or the agency who issues paper money doing away with the regional issuing office. I picked up the older $5 bill awhile back and it is crisp and brand new but I can not remember what was special about it. Anyone? Please be kind, I know nothing about bills and I know it shows. thanks

Not trying to bring back a dead horse or anything, but I did get a '95 $5 from the F district in change yesterday.
I think the OP is referring to the Federal Reserve Bank as the regional issuing office. To answer your question, the banking system is not going anywhere. The bank's design elements are just incorporated into the note differently today.
