This is an off-center strike. This is a double-strike. Your coin looks like a misaligned die, but we'd have to see the reverse to be sure.

The first one with no date is an off center strike. The second picture is a double strike and I see no doubling on the last one.

If you take a pic of the edge from LIBERTY up to IN - a sideways view in other words - that will confirm if it is a railroad rim or not.
