Can't tell anything by that picture post proper aligned pictures of the obverse and reverse,Also close ups if you can.I highly doubt its one,dont know how many have been discovered,less than 100?.Extremely rare.Your way better off winning the lottery than trying to find one in circulation.
Wexler and Variety Vista show two listed varieties and unfortunately your coin does not match either from that photo
One of the things about that iconic 1969S is that the doubling is so off that it's unmistakable. Sometimes people have the impression that the doubling can be a little less obvious on some of the strikes, or that the doubling can shift around depending on the samples. Not the case, they all will look exactly the same with it's full "am i seeing double?" obverse doubling. It's hard to miss.
