Cleaned? Yes Whizzed? No. Whizzing uses a high speed rotary tool to manipulate the surface to simulate mint luster. It has a very particular appearance, and one of the tell tale signs is the build up of metal around the devices. (See example shown below).
I have to admit that sadly, I don't see anything in the Barbara's image that shows any admormalidy. I am sure I am missing it. OTOH, I don't see luster. I see some pattern on the fields of roughness or micro-pitting.
The bottom of the neck and other areas of darker grey have not been whizzed. The bright white grainy areas have been whizzed. Look at the closeup shown below, then look back at the original photo, you will see it.
Yikes, that's my comment. I agree with @Lehigh96 - the NZ coin in the OP is cleaned, but not mechanically whizzed.
