From the radiating lines from the leaves and the 19, my first thought would be die deterioration doubling. However, I don't see lines in the outer edges of the field that you often see from die deterioration, so I'll be interested in seeing what the experts think.

Looks like there's a little doubling on the date numerals, too, though what kind of doubling it is, I'll leave to the more experienced to say. I like these little 20p pieces. It's one of my favorite modern designs.
