I gave it MS64 FB because it doesn't seem to have the pop that the TPGs look for at first glance, and when you look closer, there are many little marks and luster grazes.
Diffinately split bands. Very sharp. As far as the grade I could see it being graded as AU 58 because it may have a slight rub on hair above ear but, it could also come back as a 65. A few grazes on the neck holding it back.
The reverse has a few more issues than the obverse but that shouldn't ding the grade. Overall a nice coin. I'm with Sal, ms66 FSB
On the neck, in the right obverse field (behind the neck), in the right reverse field (to the right of the of the fasces below E PLURIBUS UNUM). In addition there are a number of tiny nicks in those locations as well, especially the right reverse field. Dimes are tiny coins, they are expected to be extremely clean for gem grades.
