I've had numerous people call these AT. PCGS still graded them and 2 became top pops. For what they were they sold for moon money.

You keep forgetting that we know the seller is altering the coins so we don't need to examine it any more. It is done and finished. Your opening premise is WRONG.

Assuming that he actually did try NGC and they detail graded it, so what? Are they now infallible? Just because they think the coin is not market acceptable doesn't mean they are correct. It is their opinion.

I've had coins called counterfeit by both services and then slabbed when I resubmitted them. How infallible is that!

You know the seller ATs coins. Fine. What you have not proven or provided any evidence to is that this particular coin is AT. I know for a fact that this seller buys slabbed toned coins and resells them. Therefore, using your logic, we don't need to examine it any more. It is done and finished. The coin is NT.

Wow! So BlackberryPie had some coins graded by PCGS that others thought were AT and he is now a fraud?

Please tell us your expert opinion on the South Africa coins posted. Are they AT or NT and why?

What are you talking about? I'm a fraud because PCGS graded coins people thought were AT? Reaching much? You must be popular with the opposite sex.

I am saying that if you are sending in coins to a TPG that you know at AT then you are perpetrating a fraud... yes.

I love how it is that that among certian circles in the coin collecting business, that what is obviously either illegal or unethical can be passed of as normal business.

I think you do not realize how wrong you are. Submitting coins with questionable toning is neither unethical nor illegal.

Let me ask you something: Is it also unethical to submit coins you suspect to be counterfeit?

Folks send coins to the TPG's to get opinions from experts and have that opinion on the holder. That makes it much easier to sell the coin. I'll ask again, Please tell us how you know that coin had been to NGC.

Just because someone says they THINK it's AT doesn't make it AT. The EXPERTS straight graded it. There's nothing unethical in paying my money for their opinion.

And please tell us what factors other than the seller ATs coins did you use to determine that PCGS got it wrong and the Uruguay 1000P is AT.

And, what is your opinion on the South African coins posted. You called BlackberryPie a fraud, so please enlighten us as to whether the coins are AT or NT and how you determined it.

My rule of thumb - if a seller knowingly and falsely sells detailed coins, then they’re not to be trusted. Simple as that. If a local car dealer has sold a lemon to 5 people I know, then despite the fact they have perfectly fine cars, I’m not willing to risk it.

I happened to buy them raw on ebay. So please enlighten me on how I'm a fraud for sending in raw coins purchased from the bay?

Finally looking through the OP's seller's eBay page.

I see plenty of "Details - Cleaned" or "Environmental Damage" or "Cleaned." with toning.

These detailed, toned coins look rather similar to the un-detailed toned coins.

It's no stretch of the imagination to think that the detailed ones where coins that were caught by the graders, and the non detailed ones were the ones that slipped through.

Extraordinary claims require extraordinary evidence. However, if it looks like a duck...

Not specifically related, but he sells garbage ancient coins that he claims are "GEM," graded by the basement-INB. INB is known for slabbing just about any metal slug they come by and calling it a "Constantine the Great Era" coin, and are often found for about $3 per slab.
Calling this coin a GEM CHOICE is equivalent to calling a POOR-01 US coin "UNCIRCULATED." It's misleading and insulting.

If the seller is attempting to sell these garbage coins for a 4000% markup, then what does that tell you about his business practice in general?

EDIT: the ancient coin in question is a pre-reform antoninianus of Diocletian, who ruled before Constantine I. Calling it a Constantine the Great Era coin is sort of like calling a law enacted during Obama's presidency a "Trump-Era law." It's simply incorrect.
