Yes, like it, also, but need to ask, please...what is happening with the top half of the letters, near the rim...esp on the 40-S reverse at the top (...STATES OF...) ? Is this strictly a strike/weakness issue...? I see it a lot with many coins at the tops of letters, more often those near the rim...always looks like they've been buffed or otherwise rubbed/whizzed down, but never sure. Thanks.
I believe they are weakly struck. Apparently the San Fransisco mint was doing everything they could to get the mintage numbers needed from what I also believe was an insufficient number of dies for the date. I have cataloged 14 different obverse dies solely based on near terminal die cracks.
