Restating a conclusion is NOT an explanation.

You got one. No decision means WE DON'T KNOW!

As long as a TPGS refunds your money, they are not obligated to give you one of the several possible reasons I can think of that they don't wish/cannot reach a decision.

At some smaller grading services you can talk to an actual authenticator/grader who will be happy to answer your questions.

Tough Love: :banghead::banghead::banghead::stop: As soon as most of you realize that you are not at all important to the bottom line of certain TPGS's you will continue to put up with high prices, slow service, everything else, and just smile  about it.

In the early years of the TPG's they would call a fake coin a counterfeit. The switch to Questionable Authenticity was probably made on the advice of their legal council. Calling them Counterfeit would probably legally require them to send the coins off to the Secret Service rather than returning them to their owners. Calling them "Questionable" Authenticity give them a loophole to return them to the submitter because they are "questionable" and not FAKE. So it IS a decision because if they can't come to a conclusion they have a separate code for that and those coins do come back as "No Decision" with a refund.

Designating a coin counterfeit that subsequently is determined to be real brings in another liability issue.

    Really?

HRH was VERY specific about this in 2011. The designation fell between "we're pretty sure it's counterfeit" to "we're absolutely sure it's counterfeit, and it is usually the latter, and for legal reasons CU does not say counterfeit". It was so specific that he publicly stated it. I saved it.

The designation "Refund/no decision" means CU is either not sure or the coin is to messed up to tell (super harshly cleaned or really dirty, etc.) to tell for sure one way or another. Also publicly stated by HRH. I saved it.

The 1857 I posted here was returned to me as a counterfeit:D- that WAS a decision!

I don't know but, the first and last coin don't look like the coins you sent in. The 1857 looks like it has more wear than the one in your first picture. The 1797 look much better than the coin you got back from PCGS.
