I have no idea what that is Doug. But in trying to asses whether a coin is genuine or not, you and I do things differently. You tend to look at small things and ask what they are/why they are there, whereas I go by a feel for the look of the entire coin. In this case, even though I don't know what that is in the images, the coin looks genuine to me.
I'm a frequent buyer and seller of 21s and 28s. This is probably the #1 coin I would offer the most caution about. Because it is high relief, it doesn't have the luster of the later dates. So I would lean toward the opinion of statequarterguy. This coin is frequently overgraded by those who are lifetime members of blah, blah, blah. And I say this as someone who has my own share of war wounds from buying this date. I've just returned one which was heavily circulated, mis-represented, and dipped. Yeah, I bought it from a auction picture, not removed from it's flip (I know, dumb move.) Looked very similiar to your picture. I personally don't think it can be graded unless you clearly present the feathering, including the head, legs, and wings. I'm sure it's circulated. Can you remove it from the flip?
I didn't think it was raised, the shadows are the opposite of the devices. Does that coin have luster on the flattened hair lines and eagle's wing and do you see "wear" anywhere else?
