I've been told that in order for a coin to be off-center, part of its design must be missing. I should think that would include the raised rim but apparently not (?). Otherwise, its a misaligned die. @Fred Weinberg
Because it is out of collar too. You can see the "railroad rim" between like 3 and 6 on the 2nd picture.
@Southernman189 Here is a quarter I found last year that was struck out of collar. You can kind of see the railroad rim on the bottom of the obverse. It's easier to see on the side view. What does your rim look like? Just curious.
What you show is called a "tilted partial collar." It is a type of broadstrike (a broadstrike is a coin struck without a collar). I would probably call yours "uncentered" instead of "off-center" - to qualify as off-center, some of the design has to be missing. Read more here: http://www.error-ref.com/broadstrikes/
I'm not entirely sure what bubble I popped.... you asked if it was an out of collar strike and that's exactly what it (sort-of) is. It's also worth about $20, so I'd be happy with that!
