I'm sorry to say @ForeverPsalms91&23&35 that's just a quasi binary serial #. A true binary is just 0's and 1's. Yours has only two unique digits, 3's and 8's, hence my referencing it as a 'quasi' binary. However, it is not a radar. Good luck on your continued search.
Binary Bills are still worth collecting as some do pay more for them. I am not much into bill searches, yet, lol but have heard that.
I'm curious.. What makes you think it is a Radar? Because it clearly isn't. Also.. What do you mean by misprinted numbers? They look fine to me Just a tad bit of overinking on 1 or 2 numbers.. but that's normal.
Interesting serial number, but not Fancy or an error. If you like it, keep it. This is a binary Radar using 8s and 3s.
It’s a binary note, three’s and eight’s, nothing else. Not considered fancy and not a radar note by any stretch of the imagination. Nice find though. If the last 3 was an 8, then it would be a four digit repeater. I also see nothing wrong with the ink or placement of the numbers.
