BNB, there are silver proof sets, and that is where this coin, if it is really silver, came from.
Circulation coins, at 1964 and earlier had 90% silver content, and the Kennedy halves up to 1970 had 40% silver content, I believe those were the last times of silver in our circulating currency.

since 1992 the mint has produced silver proof sets for sale

However, the mint produces both. Silver proof and non-silver proof.

There are s mint coins that are not silver, if I saw it at a coin shop I could peek at the edge, online tho....

Yep, they made silver proof sets and the coins in them are silver. Quarters and dimes 1964 and prior were 90% silver, kennedy's 1964 only were 90%, and from 1965-1969 the kennedy's were 40% silver. After 1969 they were only clad. You can tell they are silver by looking at the edge, if it's silver it will be all white (no clad copper layer). Obviously with 40% and 90% kennedy's its different, because although they have some silver in them (from 1965-1969) the edge is white like the 90% ones, so on the kenndys' just look at the date.

    hope that helps BNB

IMO, this may be a clad coin. The silver proofs usually have a more of a mirror-like finish. This could easily be a scanned image or a copied image and not of the actual coin. The seller, vernon coin, is a huge seller and I haven't heard anything positive about them except that they just pump out large quantities of coins. But, hey, that doesn't mean you won't like what you get. Good luck.

If you were being sold these, would you turn down a bag of junk silver 90% quarters that some have spots on them?

In that case, are the junk silver quarters you're talking about silver proofs? I've never seen an impaired silver proof quarter, and it would be very strange to find an entire bag.

Kennedy halves through 1970 (not just through 69) are 40% silver.
