my vote is that it was cleaned. Look at the fields between the rim and the stars and compare it to the fields between the stars and Liberty. The coin has lots of contact marks, the stars on the left side are well worn (unless this was a weak strike). Take a look at my 1832 half cent avatar on the left. Note the consistent toning from rim to star to bust.

I'd call this an EF coin with a Redbook valuation of $120 assuming it hadn't been cleaned. It's definitely not worth $149 (IMHO).

As far as half cents go, 1832 is not particularly rare. You'd be better off saving your $149, adding another $26 to it and getting a nice uncleaned 1832-1836 half cent ($175 in AU, $375 in MS-60).

This is my opinion, which at best is only worth 1/2¢.

I would say it looks cleaned to me. Some time in the past the coin was cleaned, but it is starting to re-tone. Nice coin, but I would pass on it myself.

Well actually he does say it's been cleaned. At the end he says, cleaned beauty. That said, I don't know if it's a good deal or not. ;)
