As a general rule does any Mint Error in US Proof Coins carry more value than similar
mint error in MS coins. I have a NGC graded US 1969 S 5 C PF 67 Mint Error coin and
the mint error is Break in the S mint mark. Can anybody give me some idea how much
value I should expect for this coin.

    Regards.

Does NGC ascribe the coin as an error?

It depends on the error. It sounds like yours might have a minor strike through or something. Not likely to change the value much but we would need photos to know for sure.

Not really. The value is determined by a number of things. Type of coin, number of them known to exist, supply and demand and the type of error. Minor strike issues are common so they don’t bring much.

Indeed agree. If NGC didn't attribute it then it's likely of no significance or value, etc...or maybe the submitter just didn't pay the extra fee and so NGC simply ignored or overlooked it, passed on it, whatever the TPGs do in such cases.

We've had this happen many, many times before. If he was headed for work, maybe he should have waited until he returned home before posting it. You should consider that many of us are retirees, and we might not be alive by the time he gets home.

    What's a "prolly"?
