This is a 5 Tenge coin issued for the KHANATE OF KHIVA dated 1337 AH/1919 AD. Khiva became independent, briefly, following the Russian Revolution in 1917. It maintained it's self rule until 1920, when it was conquered by the communists. It's name was then changed to the Khwarezm Soviet Peoples Republic (1920-1924).

Thanks 'goossen'. Your close. Actually, it now falls inside of Uzbekistan, and parts of Tajikistan and Karakalpakia (Region). This coin is actually struck better than most in that is well centered, and has fairly strong details. Most have very rough surfaces with poor centering and weak to non-existant detailing on most areas of the coin. These are also much rarer than the Soviet issues struck between 1920 to 1922.
