Who determines the prices for this list and how do coins graded ngc and anacs compare price wise, as well as quality?
It is my understanding that the prices are compiled by people at PCGS, using data from various sources. The prices are frequently inaccurate, even for PCGS coins. Coins graded by other companies will have to stand on their own merits, due to a general market bias in favor for PCGS coins. The quality of coins of a given grade can vary considerably, whether they are graded by PCGS or any other company.
