Not sure what I’m looking at here

Was CRH’ing today and found a CWR of all pre 1984 dimes. Lots of MS ‘82s and ‘83s. I found a 1978 dime with a weird interior rim treatment. Is this the railroad rim I here about? And thoughts are appreciated. The anomaly extends from about 8 o’clock to 11 o’clock on the obverse. The reverse is unremarkable.
