1293AH began on January 28, 1876, and ended on January 15, 1877. The date is the accession year of Abdul Hamid II. Your coin is KM#737, a silver 5 kurush issued from the 8th to 34th years of his reign (~1882-1908), and has the secondary date 17 beneath the toughra, which indicates an actual issue date of 1309AH (August 17, 1891-July 25, 1892). The coin is distinguished from KM#720 issued in the first four years of his reign (also with the frozen accession date) by the "el-Ghazi" symbol to the right of the toughra. The early version has a flower there, but is otherwise the same design.
Thank you, this has been very informative. My price guide is only good for 1901 on. Do you know what this coins approximate value should be?
The only reference I have is an old Krause 19th Century edition, and I wouldn't trust it as a price guide even when it was new. Regnal Year 17 coins had one of the highest mintages of the series - 1,337,000 - and just about the lowest catalog value, <$10 in XF.
