Did you pay with a CC? If so, file your dispute with them. And remember, ALWAYS PAY WITH A CREDIT CARD!!! (it's your best insurance policy)

Luckily I paid with Paypal, so I know they will back me up, but I wanted to see what Heritage said before I file with Paypal, because it's not there fault. I filed a complaint with the USPS too about the mailman, but I'm sure nothing will happen with that, lol they said they were going to "write him up". Yeah I'm sure that just means he gets a little note that says hey, you know how you screwed up and didn't deliver that package, try not to do that again.

My understanding is Heritage has private insurance coverage (AIG?) so they do not use USPS insurance, which is actually better, considering how difficult it is to win a claim with them. :goof: All you have to do is file a claim with Heritage and they WILL take care of you but it does take time so be patient! ;)

Wouldn't do much good. USPS, FedEx and UPS have contracts to to help each other move the mail. USPS paid FedEx 6 billion dollars to move USPS mail. USPS and UPS have a much smaller contract. Every day the FedEx truck comes to our USPS facility to pick up our Express Mail. There's also a last mile contract in the works where USPS deliver UPS or FedEx mail. Here's an article about the USPS FedEx contract: http://www.apwu73.com/bulletin/usps_fedex_reach_pact_that_compe.htm

    Insurance ....delivery confirmation

Without anyone confessing to a mis delivery you will probably have a hard time. Postal insurance requires a signature above $200.00 and the scanners they use prevent them from delivering without the signature if they attempt to scan the label. I've been on both sides of the coin and understand the frustration....

Registered mail is signed for and logged every step of the way.
The inspection service will crawl all over discrepancies in registered mail.

I had UPS leave a box of $200+ worth of aquarium supplies at the wrong house before.

The store sent a new box to me and I'm pretty sure UPS got charged for it.

About 3 months later, I get a knock at my back door. It's some guy holding a box. I had pretty much forgotten about it. He lived in Chicago and only came to his house out here during the summer. He found the package at his door. It had sat there the whole time. I had checked all the houses around me and didn't see it anywhere. Turns out this house was several blocks away. The address was right on the box, obviously. Just a careless driver.

ice Just happy to be here

I hate that this happened I have a pretty good first name relationship with my mail carrier. I let him know when I am expecting an important package and he keeps and eye out for it and gives it to my neighbor who is retired. If you are expecting something you can ask they hold it at the post office and then pick it up there. I figure your coin is long gone hope you get your money back. Ice

I've personally never had any shipping issues quite like this before, but I have had unautorized charges to my paypal debit card before (some free credit report snakes claiming they needed my credit card number for identity verification only to put charges on the card), which I've gotten refunded, so all I can say is that since you paid with paypal, you can easily file a claim with them if Heritage and/or USPS refuses to give you any money as a result of the lost package. Because you never got the coin you bought, paypal will definately reverse the transaction, therefore, giving you your money back if you explain the whole situation to them. As often as USPS tries to cover up their mistakes, that's how often paypal will cover you for incomplete transactions and in the eyes of paypal, if you didn't get what you paid for and both parties repsonsible for getting it to you refuse to do anything about it, even if the party that sold the thing to you shifts the responsiblity to the shipping agency (who says you got it when you clearly didn't), paypal will rule in your favor and you will get your money back because in paypal's view, it is solely the merchants' responsiblity to make sure you get what you pay for and if there are any problems with the transaction, as long as you have tried to resolve it with the merchant and they shift the responsibilty to someone else to get your money back (in this case USPS), that doesn't fly with paypal and you will get your money back if you fully explain the situation and leave nothing out. They may ask you for more details as to how you've tried to resolve this issue if you don't include those details in the original claim, but upon recieving that information, paypal will come to the conclusion that Heritiage was responsible for making sure you got your money back because you didn't get the coin and as I said before, by shifting responsibility to USPS for the package rather than taking responsibilty themselves and issuing a full refund minus shipping, they have just lost their case with paypal and if paypal has to reverse the transaction for you to get your money back, you will get all of it back, including the shipping.

A few years back I was temping for the PO and they were saying one mail clerk (delivery) was fired cause he wasn't doing his job. He kept all the mail and the Priority Mail in his truck and never got deliver to the customers. Just doesn't make sense, cause these guys makes good bucks. Too freaking lazy I guess or greedy. But this do happen I just let you know. Also sometime it get lost in the PO like a blackhole and one day it shows up at your door. This also happen to me once. Even it got deliver to the wrong address and not yours or heritage false, but maybe the PO was drunk last nite and still drunk the next day.

I've had plenty of problems with the USPS services. Destroyed packages, the top of the box nice & neatly cut off & sent to me, orders disappear etc... Granted this is over that past 5 years but you get ticked about it after a while.

As for UPS, Well, we lived in Rural KS and if it wasn't the usual driver then it never made it to our house. It ended up at a neighbors or in another town. Miller isn't a big town and our house is marked. Since the zip code for Miller is Reading and ther was a 1st st in Reading they'd leave it there instead. Understand able sort of.

    Just an update.

Luckily Heritage has been great, the USPS on the other hand has been completly worthless. All you have to do with Heritage is fill out a Proof of loss letter, you do have to file a stolen property report with the local police department, and file a claim with the USPS Postal Inspector, but my money should be refunded in about a week.

Just another note if this ever happens to you, Heritage will ship all your future orders Certified Registered mail, which requires a signature. All I have to say is it's a good thing it was through Heritage, because the USPS was refusing to accept any fault. THANK YOU Heritage :thumb:.

The USPS took no responsibility because they had none. They didn't insure it, I would assume the tracking was just delivery confirmation which only confirms that it was delivered somewhere and is no longer in USPS hands. It doesn't keep any record of where it was delivered. Heritage self insures which is why they are the ones you have to deal with.

Yes I have, a few more days and I should have my money back. IMO I still believe how the USPS handled this whole situation was completely unprofessional.

Um, no. You can only file a claim if the package is lost and according to the USPS the package was not lost, but was in fact delivered.

PayPal has certain requirements such as using Delivery Confirmation on packages under $250 and Signature Confirmation over $250. Just because you say you did not receive the package is not enough with PayPal. In this case, the <$250 package had Delivery Confirmation which shows as being delivered by the USPS. PayPal will likely rule in Heritage's favor.

I've been in this situation both as a buyer and seller. As a buyer I never received a ~$20 package that showed as being delivered. PayPal ruled against me and gave the money to the seller. As a seller I had a ~$200 package show as delivered, but the buyer claimed they never got it. I provided the Delivery Confirmation number that showed as delivered and PayPal ruled in my favor.

While PayPal is extremely pro-buyer, they don't just give money back to the buyers if the seller can reasonably prove the item was delivered using one of the methods that they have required.
