What is this

    Just going by what looked like that coin's issue in error-ref. Noted the pics that showed similar fractures (The 2002 Brazilian 10 centavos)

    I believe there's no doubt this is glue. I don't think the OP has soaked it in acetone. Distilled water isn't gonna desolve glue.

    This looks like it was caused by Die Subsidence (Sunken Die) in two areas of the Obverse. See this Link from ERROR-REF.com for a description of this phenomena: http://www.error-ref.com/die-subsidence/

    lol, i always get side tracked when i go to the error definition page, and i love it, it turns a 2 minute read into a half day instruction in errors, i love errors!!

    my guess is struck through, or a lamination??

    If dipped in acetone, would settle the the glue question. Unless left in distilled water overnight, any kind of glue that's cured for decades would just sit there and raspberry you.

    Comments like this make it difficult for those starting out to learn. At no point did I say it’s an error. I just asked what it was.

    It's not a mint issue of any kind (notice I didn't say error) it's PMD In my honest opinion which I have already given.
