Sorry dude, but it's not a cameo. Only the obverse being cameo doesn't allow it to qualify as a "cameo". Still a nice coin, but you didn't really get a great deal unless it is a cameo. As long as you like it...

Nice coin, I am going to say not a cameo...
Obverse looks cameo, although reverse doesn't...
I'd say a TPG would give this coin a PF64 or PF65, just because of the dust the coin has, and the reverse, looking like it has some tiny scratches
    Nice coin, for the price!

Thanks, in general though how do I test to see if a coin is cameo on both sides

A coin, usually a Proof strike, with a frosted or satiny central device surrounded by a mirrorlike field.

So in other words, you are looking for the device to be frosty, and the background to have a mirrorlike field
Telling a cameo from non cameo can be hard, and takes practice
Try comparing your coins, that you think are cameos, to some coins that are cameos, that are graded...

Here is an ultra cameo, proof Washington dollar, notice the fields in comparison to Washington

It is especially hard for toned coins.

Indeed it is, because the fields are altered or changed in way, making it hard to see if the coin was originally cameo...
