Does anyone have any ideas what could have caused these ripple marks in the hair of this 76S clad proof Kennedy Half Dollar?

I found two of these in a roll of proofs, identical...so the ripple marks must be on the die.

    Thank You,

I believe it to be part of the die to create a frosted look.

I only found this, it says it's common on the mirrored fields, not sure if it would explain the rippling on the device though.
