Sorry to ask yet another silly question, but Redbook didn't answer my question.

Is the 1991 S Mt. Rushmore commemorative proof silver? I thought all proofs were silver, but I just wanted to make sure.

No. Not all proofs are silver. I imagine just like everything else, the edge would be the give away. Go to the US mint website and look at the new Territory quarter sets that are out. They sell regular clad proofs in blue holders and the silver proofs are sold in red holders.

NGC's price guide has the 91 Rushmore commem showing up as 'S $1' so I believe it should have the same silver content and weight as a standard silver dollar. 90% 0.774 troy oz. That's traditionally how they've been making them.
With the exception of the Washington commems in 82 which are silver, I believe all the half dollar commems, MS and PFs after the Washington, are all clad proofs. Not silver. Normally only the $1 commemoratives are silver.

Are you asking about the Half Dollar or the Silver Dollar?

The Proof 1991-S Mt Rushmore Half Dollar is clad.

The Proof 1991-S Mt Rushmore Silver Dollar is 90% silver.

Yes that is correct and a interesting piece of trivia information. Not many people realize that there was a second modern comm half dollar that was minted in silver. I brought this up once in my local coin club and people looked at me like I was an idiot and laughed me off.

But commidaddy, for the general rule.... all comm dollars are silver and all comm half dollars are clad (except the ones mentioned), all $5 gold comm have the size and weight of a half eagle and all $10 gold comms have size and weight of eagle. And only one comm coin used platinum in combination with gold.

I posted a couple 1995/1995 Atlanta Olympic half dollar coins to my site today, and in doing so i looked up the legislation. i noticed the original bill called for 2 half dollars, 1 for each year, to be in silver. Im not sure when, but it was changed to be 2 half dollars for each year, and for them to be clad. And so, we have clad coins for that issue as well.

Thats a neat piece of trivia. It would have been incredible if all the halves were produced in silver. Personally, I have always felt that the comm half dollars should be made in silver anyway.

i agree. Why make them clad? whats the point? They could very easily make them silver ... heck, it would possibly boost sales as well since they would then me collected by bullion collectors :)

another thing that bugs the buggers outta me.... the mint packaging. On proofs, they have this nice velvet case of sorts, complete with an inner part, and then an outer 'box' lid. For presentation it looks nice. Then on the uncirculated and even worse on clad.. all they have is the coin slapped in a plastic try. They usually charge $5 or so less for the Unc coins over the proofs.. heck i would pay a couple bucks more just for the better packaging lol

i really hate them silly plastic trays!
