Is it possible this happened at the Mint?

    2020 P I know it's not a partial Etc. clipped planchet. But a little hard to see. The small section isnt scratched of any kind. The area looks like something happened then coated afterwards. TRYING TO EXPLAIN MY BEST OF WHAT I SEE. If It took a hit why would it still look like it was polished.     Just a minor planchet flaw. No hit.
    But it occurred when the Planchet was created before it reached the US Mint. Planchets are not produced at the Mint.
